Answer: Water is a poor conductor of heat. It is not able to transfer heat from the top of the boiling tube to the ice cube. As heat is not able to reach the ice cube, it does not melt.

Tip: Most students cannot connect the points that that water is in contact with the ice cubes. As water is a liquid, heat is not transferred effectively. This makes water a poor conductor of heat.
